Created on 15 November 2001 from the former national telecom agency ANTELCO. COPACO S.A. (Compañía Paraguaya de Comunicaciones, S.A.) is both an ISP and Network Operator, offering retail broadband Internet services to consumers (ADSL, fibre) and building and running core telecommunications infrastructure (backbone, fiber). In 2005, launched a Next-Generation Network (NGN) / MPLS IP backbone with initial capacity of 155 Mbps to provide data and wholesale services.
