Mobile TeleSystems PJSC (MTS) is an ISP and Network Operator that deploys and owns its own full-fibre (via GPON FTTH/FTTB) and legacy copper infrastructure while selling high-speed broadband (up to 1 Gbps), fixed telephony, pay-TV, and mobile services directly to residential and business consumers across Russia and Belarus since its founding in 1993 as a joint venture of Moscow City Telephone Network, Deutsche Telekom, and Siemens, with major milestones including the 2010 acquisition of Comstar for fixed-line expansion to 7.5 million households, the 2023 completion of full ownership of Zelenaya Tochka Group's 13 regional ISPs in 12 cities, and ongoing GPON upgrades for 5G backhaul; as of November 2025, MTS continues to operate independently in its current state as Russia's largest telecom provider with over 87 million subscribers, majority-controlled by AFK Sistema (49.94% stake after a 2022 adjustment for sanctions mitigation) without dissolution or major structural changes (Source), (Source), (Source), (Source).
